O MPF (Ministério Público Federal) concluiu que as pedaladas fiscais não configuram crimes comuns, inclusive as que embasam o processo de impeachment de Dilma Rousseff. Em parecer enviado à Justiça nesta quinta-feira (14), o procurador da República no Distrito Federal Ivan Marx pede o arquivamento de investigação aberta para apurar possível infração penal de autoridades do governo da presidente afastada. Ele concluiu, no entanto, que as manobras visaram maquiar as contas públicas, principalmente no ano eleitoral de 2014, o que configura improbidade administrativa –um delito civil.

As pedaladas fiscais consistiram no atraso de repasses do Tesouro Nacional para que bancos públicos pagassem obrigações do governo com programas sociais e empréstimos subsidiados. Por conta desses atrasos, as instituições tiveram de honrar as despesas com recursos dos correntistas. Para o TCU (Tribunal de Contas da União), as manobras foram operações de crédito ilegais entre os bancos e seu controlador, a União, pois não tiveram autorização Legislativa.
